I was former University President of Pamantasan ng Cabuyao (University of Cabuyao - Philippines), a local university in Cabuyao City, Laguna, Philipines. 

I was its Executive Vice President (EVP) for four (4) years and its Vice President for Academic Affairs (VPAA) also for 4 years, before rising to the highest position of the university.

I was founding VPAA of the City College of Calamba in Calamba City, Laguna in 2006. And I have helped many others local government units (LGUs) put up their own local community colleges.

I am an Accreditor of the Association of Local Colleges and Universities Commission on Accreditation (ALCU-COA) and a former director of the same organization.

I am Evaluator/Assessor of the Regional Quality Assurance Team (RQAT) of the Commission on Higher Education or CHED Region 4A for the programs Education, Social Sciences, and Communication.

I have given lectures and presented papers here and abroad on the subject of quality education, administration, and governance of local higher education institutions.
