Dr. Lory Liza D. Bulay-og is a highly respected academic leader and engineer who currently holds multiple key roles at the University of Science and Technology of the Southern Philippines (USTP). She serves as the Vice President for Academic Affairs, OIC Vice President for Global Engagement and Quality Assurance, and Acting Campus Director for USTP's Main Campus in Alubijid, Misamis Oriental.


Dr. Bulay-og earned her Ph.D. in Mechanical Engineering, specializing in Robotics and Mechatronics, from Mindanao State University-Iligan Institute of Technology. Her doctoral dissertation, of which she was awarded Best Dissertation,  focused on the design and development of an energy management system for hybrid-powered electric propulsion fixed-wing unmanned aerial vehicles (UAVs). Additionally, she holds a Master of Engineering degree from Xavier University-Ateneo de Cagayan and a Bachelor of Science in Electronics and Communications Engineering from Cebu Institute of Technology.


Throughout her career at USTP, Dr. Bulay-og has demonstrated exceptional leadership and expertise, having served as Academic Dean, Campus Director, and Head of the Institutional Accreditation and Recognition Office. Her research encompasses various topics, including power management systems, UAV technology, and the development of sound-absorbing materials. In 2019, she further expanded her research experience as a Doctoral Research Fellow at the University of Surrey in England.


Dr. Bulay-og has been actively involved with the Institute of Electronics Engineers of the Philippines (IECEP) Inc. since 2000, where she has held numerous leadership positions. Her journey within the organization began in the IECEP Northern Mindanao Chapter, where she served as Treasurer, Vice Governor for Education (five terms), and Governor in 2010. After securing the highest number of votes in the 2010 national board elections, she was elected as Secretary General for two consecutive terms (2011 & 2012). Dr. Bulay-og continued her dedication to IECEP by engaging in activities such as advocating for RA 9292, organizing student affairs, and collaborating with various stakeholders. In 2022, she once again won a position on the national board of directors and was re-elected as Secretary General for 2022 & 2023. Her leadership culminated in 2024, when she was elected as the IECEP National President after receiving the highest votes in the national board election.
