Dr Mahmood Khan is renowed academician and administrator, has been rendering his services for the past 31 years for the promotion of quality education and research culture in many military & civil organizations and seats of higher learning. He served various training units as commissioned officer of Education branch in Pakistan Navy and retired as Lt Cdr. He served Hazara University as Registrar, Controller Examinations, Director Academics & Research. Presently is performing as Director Quality Enhancement. He promoted an environment of quality education and nourished research & quality  culture in all departments and put his efforts for establishment of various faculties and departments, during this period the faculties came up from 02 to 04 and due to untired work on academic side, enhanced the disciplines strength from 14 to 39, the programmes enhanced from 16 to 118 and during the tenure 02 schools of higher learning were established composed of various departments, approval of curriculum & syllabi for all the disciplines through various statutory bodies. Beside performance of untired administrative/managerial work he also helped in deliberating the infrastructure of the University after the devastation of 2005 earthquake. He supported the high-ups for bringing this University to one of the best in the country, which ranked 397^th in UI-Green-Metric World Universities Sustainability ranks (11^th in Pakistan and on top in Khyber Pakhtunkhwa), 601th in the Times Higher Education World Universities ranks-2022 (2^nd in the country) and 501-600 placement in the QS-Asian universities ranks 2021 and success continues. He also established an extremely efficient examination control & degrees issuance system both for conventional and semester systems. He also played key role in proposal preparation for the establishment of University of Swat , proposals for upgrading 02 campuses of Hazara University to University of Haripur and AUST Abbottabad. Due to his intellectual abilities, he always remained key figure in the University as well in the provincial institutions & Federal level.
