Her leadership has been instrumental in elevating the institutions she has served to new heights of recognition and excellence. Under her guidance, these institutions have garnered prestigious accolades such as CHED Autonomous Status, the Philippine Quality Award for Commitment to Quality Management, ISO 9001 certification, and higher national and international accreditation levels, alongside the Global Performance Excellence Award Best in Class, PCS Information and Computing Accreditation Board (PICAB) Evaluation, among others. Furthermore, Dr. Maningas has spearheaded numerous Continuous Quality Improvement initiatives, including Quality Circles, curriculum mapping, and the expansion of the 5S system into 7S, significantly enhancing organizational efficiency and educational quality. Her expertise in curriculum design and development is profound.
Dr. Maningas has adeptly aligned curricula with educational standards and objectives including modern technologies such as AI, blockchain technology, and quantum computing, crafting a robust and impactful learning framework. Her innovative teaching methodologies and commitment to active learning environments underscore her dedication to excellence in education. She applies effective instructional design principles to enrich learning experiences and skillfully utilizes educational data and various assessment tools to inform decisions, measure student progress, and optimize learning outcomes.

Dr. Maningas has demonstrated exemplary leadership in managing educational teams, promoting effective teamwork, and adapting to changes in educational policies, technologies, and methodologies. Her approach ensures that the evolving needs of students and the education system are met with innovative solutions. She is a certified ISO 9001/21001 internal quality auditor and has passed the ISO 9001 IRCA Lead Auditor examination with TUV SUD PSB Philippines. Her role as an assessor/accreditor for CHED Region IV-A’s RQAT, CHED’s Reclassification of Faculty Positions in SUCs, PACUCOA, and the Philippine Quality Award highlights her commitment to quality in education.
Dr. Maningas is the Vice President for Philippine Quality Award Administration of the Philippine Society for Quality, a national quality assurance organization and has been recognized for her volunteerism and dedication to quality practices with awards such as the Miguel Unson Award and Angel Opena Award. Also, she is currently the President of Blockchain Education Consortium of the Philippines - Laguna. Also, she is one of the three Filipinos who were accepted to be part of the International Academy for Quality as an Associate Member. Also, she is working as the Vice President for Academics of California Metropolitan University.
Dr. Maningas completed her undergraduate studies Magna Cum Laude with a Bachelor of Arts in Mass Communication from San Pablo Colleges, San Pablo City, and furthered her education with master's and doctorate degrees in Communication Arts and Development Communication from the University of the Philippines Los Banos. Her academic excellence has been recognized with an Academic Achievement Award in 2013. She has also completed the Global Academic Leadership Program at the Asian Institute of Management, preparing her for leading roles in local universities and colleges, government, and community partnerships.
