Prof. Francis Balazon is the Vice Chancellor for Research, Development, and Extension Services at Batangas State University The National Engineering University – Lipa Campus. With a strong background in educational leadership and innovation, he has led various institutional initiatives focused on smart campus development, digital transformation, and community-based research. Passionate about impactful and sustainable education, he actively promotes interdisciplinary collaboration and champions the use of emerging technologies to enhance teaching, learning, and extension services.

Francis G. Balazon earned his Doctorate in Information Technology from AMA University's Main Campus in Quezon City, completing his degree on May 28, 2018. Prior to this, he received a Master of Science in Information Technology from Batangas State University in Batangas City in March 2012 and Bachelor of Industrial Technology major in Computer Engineering technology at Batangas State University Rosario Campus in March 2004.

Dr. Balazon currently holds the position of Vice Chancellor for Research, Development, and Extension Services at Batangas State University's National Engineering University, Lipa Campus, where he also serves as a Professor IV at the College of Informatics and Computing Sciences. He is recognized for his significant contributions to research, with numerous papers published in Scopus and Web of Science Journals. Moreover, Dr. Balazon has shared his research findings at various local, national, and international forums.
