Born in Santiago de Veraguas, Republic of Panama, where he completed his primary education at Escuela Anexa El Canadá and Instituto Urracá. He graduated with third honors, earning a scholarship for university studies. He is married, a father of four children, and a grandfather of two.

He is a Mining Engineer with a Master’s Degree in Materials and Metallurgy and a PhD in Materials and Environment from the Graduate Program in Mining, Metallurgical, and Materials Engineering at the Federal University of Rio Grande do Sul, Porto Alegre, Brazil. He also holds a specialization in Higher Education Teaching from the University of Panama. Additionally, he earned an International Diploma in Engineering, Science, and Technology Education, accrediting him as an International Engineering Educator by IGIP – International Society for Engineering Education.

Due to his academic performance, he has received scholarships and recognitions from IFARHU (Institute for the Training and Development of Human Resources) and SENACYT (National Secretariat of Science, Technology and Innovation) of Panama, as well as from CAPES (Brazilian Coordination for the Improvement of Higher Education Personnel).

He began working as an academic at the Universidad Tecnologica de Panama (UTP) in 1986 as a part-time professor, teaching undergraduate and graduate courses at the main campus and regional centers in Coclé, Azuero, Veraguas, and Chiriquí.

Since 1996, he has been a Full Professor and Chair in Materials and Metallurgy at the Regional Center of Veraguas, Faculty of Mechanical Engineering, at UTP.

As a university professor, in 2007 he proposed to the Academic Council the BORA (Academic Performance Bonus) system, granting admission points to applicants based on their high school GPA. In 2009, he established the CICI (Engineering Helmet Ceremony), now institutionalized at UTP and other universities in Panama.

He has produced more than 30 technical publications, including scientific articles in indexed journals. He has supervised undergraduate, master’s, and doctoral theses at UTP and UDELAS.

He is the author of two books and two book chapters published in international repositories. He has presented numerous technical papers at conferences worldwide, including in Brazil, Ecuador, Colombia, China, Dubai, Qatar, the United States, Greece, the Dominican Republic, Guatemala, and Korea.

He has received international recognition for student and research projects, including:

  • First place (Colombia, 2013): Eco-Paper: handmade paper from waste banana industry
  • First place (Poster category) (Colombia, 2013): Eco-geotextiles based on coconut fiber
  • Second place (Scientific article category) (Daegu, Korea, 2025): Project-based learning and the CDIO Syllabus

In 2015, he was nominated for the Global Education Award (Wharton-QS Reimagine Education Awards) in the Teaching Delivery category. His educational project RiCla T&L Model also received an Honorable Mention (2016) from the Inter-American Organization for Higher Education and was later recognized as an innovative teaching practice.

His research includes academic performance evaluation and university dropout analysis. He is the only Latin American member of WIETE.

He is the founder and former Editor-in-Chief of the RIC – Journal of Undergraduate Research, and creator of the JIC (Scientific Initiation Conference), supported by SENACYT.

He has been part of Panama’s National Research System (SNI) as a Category I Researcher and has advised research at both public and private universities.

From 2017 to 2021, he served as a judge for the Wharton-QS Reimagine Education Awards.

In 2017, he was awarded an Honorary Doctorate in Philosophy of Education and named Ambassador of Peace for his contributions to education and international cooperation.

Professionally, he provides consulting services in non-metallic mineral extraction for companies such as Juan Miguel Quarry S.A. and the Fourth Panama Canal Bridge Consortium.
