Dr. Sandoval is a higher education and institutional transformation professional with extensive experience in educational technology, distance learning, instructional design, project management, data analysis, and artificial intelligence.

His career combines academic, administrative, and executive leadership experience. He has taught college courses, led faculty development initiatives, managed technology operations, supported institutional planning, and overseen complex projects and organizational transformation efforts within higher education.

His expertise includes the design and implementation of distance education initiatives, the integration of educational technologies into teaching and learning, institutional data analysis, project and portfolio management, and the use of emerging technologies to support decision-making and organizational improvement.

Dr. Sandoval has also held senior leadership roles within the University of Puerto Rico, where his work has focused on institutional transformation, governance, strategic initiatives, operational improvement, and the coordination and oversight of projects designed to strengthen institutional effectiveness.

His professional interests currently center on higher education transformation, data-informed decision-making, artificial intelligence, project governance, organizational effectiveness, and the strategic use of technology to improve institutional performance.
