A Palestinian strategic education leader, researcher, instructional designer, and education and training expert affiliated with the Palestinian Trainers Association (PTA) and the Ministry of Education and Higher Education. With more than 24 years of experience (2002–present), she has led national and system-level educational transformation initiatives, with a particular focus on teacher professional learning, instructional innovation, open knowledge ecosystems, and equitable education in fragile, emergency, and crisis-affected contexts. Her work bridges research, policy, and practice by positioning educators as active producers of pedagogical knowledge and partners in educational improvement.

She currently serves as Director of Training Programs at the National Institute for Educational Training (NIET) (2021–present) and as an Education and Training Expert with the Palestinian Trainers Association (PTA), where she supports collaborative professional learning, educator capacity building, and practice-based knowledge development. 

Dr. Wahbeh is the creator of the GHOSHEH Instructional Design Model, an innovative framework for OER creation that integrates instructional design, experiential learning, learner-cantered pedagogy, generative AI, and open education principles. The model has supported teacher-driven knowledge creation and resource development within national professional learning initiatives, demonstrating the potential of educators to generate, refine, and share context-responsive pedagogical knowledge.

Her research and professional work are grounded in children’s rights and the right to education in emergencies. She has led research on education in crisis contexts, developed evidence-informed policy recommendations, and contributed to rights-based educational frameworks in collaboration with international partners, including the University College Cork (UCC) through the Advancing Children’s Rights Research (ACoRN) Fellowship and related initiatives. She is also an alumna of the Harvard Graduate School of Education’s Middle East Professional Learning Initiative (MEPLI), where she engaged in advanced study of educational leadership, policy, and transformation.

Dr. Wahbeh has extensive expertise in designing scalable instructional systems, digital learning ecosystems, AI-enhanced education, Open Educational Resources, STEAM education, teacher competency development, monitoring and evaluation, and education in emergencies. She has led multidisciplinary teams, managed nationally and internationally supported educational initiatives, and contributed to strengthening professional learning systems across Palestine.

An active researcher, peer reviewer, and international collaborator, her work explores how educational systems can become more equitable, resilient, and knowledge-generating. Through her leadership in the Palestinian Trainers Association, NIET, and international partnerships, she continues to advance research–practice collaboration, practitioner agency, and sustainable models for educational improvement in contexts facing complex challenges.
