
A/prof. Filmor J. Murillo is a higher education professional from the Philippines with expertise in internationalization, quality assurance, language and communication, and institutional development. He serves as Head of the Center for International Relations and Linkages and Lifelong Learning Focal at Camarines Sur Polytechnic Colleges (CSPC), where he leads initiatives that strengthen global partnerships, academic collaboration, international engagement, and lifelong learning initiatives
His professional interests include higher education innovation, lifelong learning, sustainability, research excellence, and outcome-based quality assurance. He has contributed to institutional and national initiatives related to internationalization policies, curriculum development, faculty capacity building, and strategic planning. He is also an AUN-QA practitioner and actively promotes evidence-based approaches to educational quality and continuous improvement.
As a judge for the QS Reimagine Education Awards, he is particularly interested in innovations that demonstrate meaningful educational impact, scalability, inclusivity, and long-term sustainability. He values initiatives that empower learners, strengthen institutions, and contribute to the transformation of higher education in a rapidly changing global landscape.
