Francis G. Balazon earned his Doctorate in Information Technology from AMA University–Main Campus in Quezon City in May 2018. He completed his Master of Science in Information Technology at Batangas State University in March 2012 and his Bachelor of Industrial Technology major in Computer Engineering Technology at Batangas State University–Rosario Campus in March 2004.

He currently serves as Vice Chancellor for Research, Development, and Extension Services at Batangas State University – The National Engineering University, Lipa Campus, and is a Professor IV at the College of Informatics and Computing Sciences. Dr Balazon has published research papers in Scopus- and Web of Science-indexed journals and has presented his work in local, national, and international forums, reflecting his active involvement and leadership in the field of Information Technology.
