Rector of the University of Latvia, professor, researcher, and strategic advisor working at the intersection of higher education, economic development, innovation policy, and digital transformation.

My work focuses on how universities, governments, and industries can build long-term competitiveness, resilience, and societal impact in an increasingly technology-driven and uncertain world. I combine academic research, institutional leadership, and practical governance experience to develop evidence-based strategies for national development, productivity growth, and organizational transformation.

Over the past two decades, I have led large-scale institutional, financial, and strategic transformation initiatives in higher education while also contributing to national-level discussions on competitiveness, productivity, regional development, and innovation ecosystems.

My research and professional interests include:

           Strategic management and leadership

           Economic competitiveness and productivity

           Higher education transformation

           Regional and national development policy

           Data-driven governance and decision-making

           Big data applications in economics and public policy

           Innovation ecosystems and entrepreneurship

           Quantitative methods and emerging analytical approaches

I have participated in and led national and international research projects in areas including mobility analytics, climate and energy transition modeling, regional economic analysis, public-sector strategy, and digital transformation. My academic work includes more than 150 scientific publications and conference presentations.

           Building the future role of universities as strategic state and societal actors

           Strengthening Latvia’s long-term competitiveness and resilience

           Connecting science, innovation, and economic development

           Advancing AI, data analytics, and technology-enabled governance

           Developing internationally competitive higher education ecosystems

Member of the Latvian Academy of Sciences and Chair of the Latvian Productivity Council.
