Dr. LEUNG Hoi-yung, Iceman is an Assistant Professor at the School of Culture, Creativity and Management and the Director of the Entrepreneurship Cooperation Center at Beijing Normal-Hong Kong Baptist University. He graduated in EdD (Psychometrics) in Education University of Hong Kong. From this research background and experience, Dr LEUNG will support the QS Reimagine Education Awards judging panel a unique interdisciplinary expertise spanning psychometrics (Rasch/IRT), biometrics (iMotions certification), and arts and design management support.

His core research focuses on "The New Constructs of Measuring Creativities" and the development of objective measurement scales to evaluate student creativity. A distinguished authority in educational assessment, Dr. LEUNG has served as a Chief Examiner and Assessor for high-stakes international and local examinations, including the International Baccalaureate (IB) and the Hong Kong Diploma of Secondary Education (HKDSE) in Visual Arts. He also contributed to academic and vocational standards as a Subject Specialist for the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) from 2006 to 2012.

Dr. LEUNG possesses extensive judging and industry experience. He is an International Jury member for the A’ Design Awards (Italy) and has served on the judging panel for the Hong Kong Youth Science and Technology Innovation Competition since 2013. Furthermore, he is a former Chairman of the Hong Kong Design Community, founder of the Hong Kong Design Directory, and an Adobe Certified Educator (2012) with professional experience in training visual communication professionals. His deep understanding of both objective measurement and creative pedagogy makes him exceptionally qualified to evaluate educational innovation.
