
Dr. Luisito Lolong Lacatan is a distinguished academic leader, seasoned evaluator, and advocate of
educational excellence and quality assurance. He earned his Bachelor of Science
in Computer Engineering, Master of Engineering with specialization in Computer
Engineering, and Doctor of Philosophy major in Mathematics. Further enhancing
his professional portfolio, he completed a certificate crash course in
Statistics for Business Analytics, offered by the School of Management at
Universiti Sains Malaysia.
Currently, Dr. Lacatan holds the academic rank of Associate Professor V at the Computer Engineering Department, College of Engineering, Polytechnic University of the Philippines (PUP). He concurrently serves in a concurrent position as the Asst. Director, Institutional & International Quality Assurance and Chief for Outcomes-Based Education and Continuous Quality Improvement (OBE-CQI) under the University’s Quality Assurance Center.
With a deep-rooted expertise in Outcomes-Based Education (OBE) and Continuous Quality Improvement (CQI), Dr. Lacatan has been instrumental in developing institutional frameworks that align academic programs, curriculum design, and learning outcomes with global accreditation standards. His strategic leadership ensures that academic offerings remain relevant, competitive, and responsive to the dynamic needs of stakeholders and the demands of the 21st-century workforce.
Dr. Lacatan serves as a Program Evaluator for the Philippine Technological Council - Accreditation and Certification Board for Engineering and Technology (PTC-ACBET) under the Washington Accord, evaluating Computer Engineering programs across the country. Additionally, he is an active member of the Regional Quality Assessment Team (RQAT) for Computer Engineering Programs for CHED NCR, Regions III, IVA, and IVB.
Dr. Lacatan is a Certified Lead Internal Auditor for ISO 9001:2015 – Quality Management Systems, Auditor for ISO 21001:2018 EOMS (Educational Organizations Management Systems), further reinforcing his commitment to institutional excellence and quality assurance processes.

Scholar, and 162 citations with an h-index of 8 in SCOPUS. His
scholarly contributions span participation in local and international
conferences, journal publications, and technical panels.
He regularly serves as a technical committee member, paper reviewer, and session chair in academic events, and has been recognized with multiple Best Paper Awards. He has presented his research in countries including the Philippines, Hong Kong, Singapore, Malaysia, Thailand, and the United States of America, and has been invited as a plenary and keynote speaker in various academic forums and institutions.
