Dr. Neil Perez Balba is an esteemed International IT and Engineering consultant, a Professional Computer Engineer, and a dedicated educator. He currently serves as the Executive Director for Technology and Chief Digital Officer at Lyceum of the Philippines University - Laguna (LPU-Laguna). Previously, he was the Director of the Center for Innovation and Development at LPU-Laguna. In addition to his administrative roles, he works as a dean, professor, and international lecturer, sharing his expertise in various countries.

Dr. Balba's extensive professional experience includes his former role as Corporate IT Director for a Group of Companies and MIS Director. He remains actively involved in several professional organizations. He served as the National President of the Philippine Society of Information Technology Educators Incorporated (PSITE). He also served as the Regional President of PSITE-Region 4, sat on the National Board of the Institute of Computer Engineers of the Philippines (ICPEP), and is a member of the Institute of Electronics Engineers of the Philippines (IECEP). Furthermore, he is the President of the Integrated Society of Information Technology Enthusiasts (ISITE), became the President of the Mechatronics and Robotics Society of the Philippines (MRSP-Laguna), and a member of the International Association of Engineers (IAE).

Academically, Dr. Balba holds an impressive record of four doctorate degrees, six master's degrees, and six undergraduate programs, specializing in Engineering, Information Technology, and Management. He graduated with the highest distinction in two of these programs. He has received numerous awards both in the Philippines and internationally, including the prestigious Outstanding Professor Award - Top 1 in the Philippines under COTS.

In recognition of his leadership and expertise, Dr. Balba has been appointed as a Technical Panel member for Information Technology under ISO/IEC – TC 60, affiliated with the Philippines' Department of Trade and Industry (DTI). He is responsible for approving ISO standards related to IT, Security, Data Privacy, and more. Additionally, he serves as the Vice Chair of Subcommittee 1 of TC 60 - ISO/IEC, a Technical Panel member of the Malaysian Scientist Technical Association (MALSETAS), and an Honorary Fellowship Member of the Institute for Engineering Research and Publication (IIFERP-International).

As an accreditor, Dr. Balba is involved in the Washington Accord (PTC), Seoul Accord (PCAB), PACUCOA, and is a member of the Regional Quality Assessment Team (RQAT) of the Commission on Higher Education in the Philippines. He has presented and published numerous research papers locally and internationally and has been a keynote speaker at various conferences worldwide.

Dr. Balba has earned several awards, including the Digital Leader of the Year by PhilSec International, Asia’s Most Outstanding Faculty in the Field of Management and Leadership, the Global Achievers Leadership Award, the Icon of Change 2025 Award and recently, the Asia's Innovative Director in Information Technology and Leadership Award!. He also received the Best Presenter award at two international conferences: the Association of Universities in Asia and the Pacific Conference in Bangladesh and the International Conference in Thailand  where he was also recognized for the Best Paper.

Currently, Dr. Balba is the President of the Calamba City ICT Council, where he continues to contribute significantly to the development of the local ICT community.
