Dr. Raimundas Kalesnykas is a full-time Professor of Internation Public Law and EU Law, and a Leading Researcher at the Faculty of Law of Turiba University in Latvia. Graduated in Law (specialization: international security and human rights) at the Law University of Lithuania (PhD in 2002), and L.L.M of International Human Rights Law at the Constitutional and Legal Policy Institute in Budapest (Hungary, 2001). Has more than 27 years of academic experience teaching at various foreign universities as a visiting lecturer (around 85 universities); specialised in research, expertise and support for evidence-based policymaking on rule of law, security, anti-corruption and public administration reforms.

Has more than 20 years of international experience in implementing various projects related with rule of law and human rights, anti-corruption and public governance reforms, working as a senior expert, consultant and team leader in the Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan, Ukraine, Moldova, the Philippines, Kosovo, Turkey, Bosnia & Hercegovina, Georgia, Azerbaijan, and other European countries on behalf of the UNODC, USAID, OSCE, European Commission DG Home, EED. Currently, appointed as an anti-corruption expert in the EU Network Against Corruption (EC DG Home), holds a senior expert mandate on security, anti-corruption and public governance at the OSCE & UNODC.

Research interests cover the following areas: rule of law, democracy and human rights; security and justice; anti-corruption, public integrity and governance.
