Dr Rose Anne Cuschieri holds a Doctoral Degree and a Master’s Degree in Education from the University of Sheffield, United Kingdom. She obtained her first degree in Youth and Community Studies from the University of Malta and was recently awarded a Postgraduate Diploma in Executive Coaching and Mentoring by the Institute of Leadership and Management (ILM), United Kingdom.

Dr Cuschieri is an education policy and quality assurance consultant with extensive experience in educational leadership, governance, quality assurance and strategic development. She served as Chief Executive Officer of the Malta Further and Higher Education Authority (MFHEA) for seven years, following a decade as Director for Educational Services within the Secretariat for Catholic Education.

She currently works as an independent consultant and is presently engaged, among others, by MED.E.A. University as an Education and Quality Assurance Consultant, supporting work related to quality assurance, institutional governance, strategic planning, programme development and organisational improvement. She is also a visiting lecturer, dissertation supervisor and tutor, and has taught leadership, management, research methods and interpersonal skills across undergraduate and postgraduate programmes.

Since 1999, Dr Cuschieri has lectured in Leadership, Management and Interpersonal Skills at the Malta Academy for Disciplined Forces. She is also an experienced trainer in leadership, communication, motivation, emotional intelligence, ethics, resilience and stress management.

Dr Cuschieri has authored publications in national and international journals and has contributed chapters to edited volumes. She has presented refereed papers at numerous prestigious conferences in Malta and abroad and regularly delivers presentations and professional development workshops in the fields of educational leadership, governance, quality assurance and organisational development.

Her current research focuses on willpower as a core construct in leadership preparation and development, with particular interest in resilience, determination, ethical purpose and leadership effectiveness.

At the international level, Dr Cuschieri forms part of the Council of Europe Expert Working Group on the Democratic Mission of Higher Education. She also serves as Vice President of the Commonwealth Council for Educational Administration and Management (CCEAM) and is an elected Board Member of the International Forum of Commonwealth Organisations (IFCO), becoming the first Maltese representative to serve on the IFCO Board. Through these roles, she contributes to strategic initiatives that strengthen democratic values, collaboration, educational leadership and policy dialogue across Europe and the Commonwealth.
